Because trouble constantly follows this current England team around

They breached a curfew for a start and regardless of whether they were the aggressors or not they clearly could have avoided this

because the captain sets the example for the behaviour of the team on and off the pitch.

because the team have agreed to abide by a 12am curfew during the series they play, that the ECB felt compelled to reintroduce to reinforce professionalism, discipline, and accountability for the players following their social excesses & behaviour in both NZ & Aus in the winter.

because you dont get 18yr old drunk rugby players throwing punches at you or your teammates, even if its completely unprovoked, if neither of you are in a nightclub in the early hours of the morning whilst out drinking..
