That's very easily resolved but the refs aren't doing it. Tell the captain "get your man off the pitch now or you're in the book"

Its very simple. If the rule is dont surroudn the ref, give the cards.

One or two games with mass cards and sendings off for it, and it will stop.
Just takes the integrity to apply the rules.
