Manchester City cheated Premier League rules, the Commission found. Did it also cheat HMRC?
We've examined the decision and leaked Mancini documents. We think City likely failed to pay £12m in tax.
There should be a criminal investigation.

Yes, mentioned earlier. It’ll be interesting to see if this comes to anything. If it was you or I owing £1,000 it certainly would be followed up.
HMRC can be quite unforgiving. I'd hope any relevent findings from the Commission are shared with HMRC. If Man City want to emphasise investment in Manchester, the least they can do is pay all their tax bills.

Irrespective of tax, creating false documents for pecuniary advantage (there's significant cash for winning the PL and being in the CL) is fraud, on the face of it.

As has been mentioned elsewhere, if this was any other business, the fraud squad would be arresting various officers of the business and people would be going to prison.
I would also assume that if this "consultancy" approach was used to pay Mancini, and perhaps accidently not pay tax on salary, then it might well have been deployed for other managers, staff, and maybe players. I would assume - and hope - HMRC are already in a deep investigation. Which may will be why the club did not reply to Dan Neidle.

Could the staff and players who may have benefited from such a consultancy arrangement also be fair game for punishment?
People earning that sort of money would/should certainly be employing advisors with enough knowledge to advise them that their tax arrangements may not be looked upon too favourably by the authorities.

If the individuals involved are deemed to have been aware of the true nature of transactions and knowingly misrepresented them, knowingly misrepresented financial statements, or concealed certain information with fraudulent intent, they could be in a whole world of trouble.
I'd be less worried about the footballing sanctions right now if I were them tbh, that's just corporate consequences really. On a personal level I'd be far more concerned about HMRC findings which could have serious criminal consequences*.

I'm just a lay-person looking in, but surely the intent is crystal clear?
Player X signs for Man City and, in contract discussions, demands a salary of £10m p/a.
Instead of agreeing to those terms, City offer him £2m a year, alongside a consultancy deal with one of their Emirates-based training programmes, paying them £1m a session for eight sessions a year.
Anyone being offered and signing up to those terms would be fully aware of the reasoning - especially a multi-millionaire with the best represenatation and advice that money can buy.
