Lokomotive Leipzig have now won the Regionalliga Nord-Ost championship three times in the last six seasons, but haven't been promoted once because of the, frankly, perverse play-off system that only affects two of the five title-winning teams at their level each season. When you read the later comments about other local federations wanting the Regionalliga Nord-Ost (which covers the entire geographic area of the former DDR) to be dissolved as part of proposed reforms, it's no wonder that residents of the Länder that make up the former DDR still feel short-changed by reunification, thirty-five years on.

However, that article is a little one sided and fails to mention Energie Cottbus were promoted the next season and are now in Bundesliga 2. And this isn’t just about Nordost - winners of the Bavaria regional league for instance invariably end up in this playoff but historically have stronger teams than the East German teams for the most part. Even 5 up and 5 down wouldn’t necessarily solve it as they might be clubs in completely different parts of the country.

On your last point - that's no different to the current setup. It's entirely feasible that four clubs from the same Regionalliga could get relegated, and then need to be divvied out between the other leagues. The fact that Lokomotive have been champions three times, though, and not won promotion, does rather highlight the ludicrous nature of the system. Had they won the league in 2023 I assume the playoff would have applied elsewhere, and they'd have gone straight up.
