Instead, he is a US citizen and there are grounds for refusing entry to a person if their presence in the UK is not conducive to the public good. It seems to me that there are grounds in his case because his utterances/music has gone well beyond the average controversial musician. And by way of precedent, people have been prevented from entering the UK on those grounds due to antisemitic, anti-Muslim and homophobic views. I am inclined to think that the loss of sponsors will end up in his being dropped by the festival but if not, and given Starmer has pronounced on it, I would be surprised if the Home Office do not intervene to prevent his visit.
