I think you've misread a couple of bits.

"The Premier League's spending in its own division and in France combined accounted for 50 per cent of the Premier League's total spend this summer, with big-money moves by Liverpool in signing Bradley Barcola for £123m from PSG and Manchester City in signing Ayyoub Bouaddi from Lille for £86m. A further £53.7m spent by promoted Ipswich Town in France means that three English clubs — Liverpool, Man City and Ipswich — accounted for 54 per cent of the Premier League's overall spending in France."

I read it as "Half of all PL spending was in the PL and France combined" and "Liverpool, City and Town spent accounted for half of the PL's spend in France".

Still really interesting to see how Premier League TV money means that even as a promoted team, we've got more resources than pretty much every European team except the likes of Bayern, Real, Barca and PSG. Stay up and we'll be amongst the top 30-40 richest clubs in the world. Mental considering we were playing Forest Green 4 years ago.
